Local hero of tenacious repetition

      Today is the final day to pay the first of two annual installments of one's municipal tax bill to the City of Montreal.
   One property owner, a guy named Langevin (not sure of his first name), has lobbied the city to allow Montrealers to make 12 equal payments, rather than two per year.
   Langevin feels so strongly about being allowed to pay in 12 payments rather than two that he has, according to legend, asked about it at just about every city council meeting for the last 15 years.
   At the most recent council meeting, Langevin wanted to do his bit to prove that some Montrealers really like to hear their own voices heard by once again asking it.
